Our founding partners are all former warfighters, boasting a combined 90+ years of active duty and private industry experience. As a result, we can provide expert counsel in areas ranging from contracting and acquisition to mission planning, irregular warfare and command and control.

What’s more, with our sister company BlueLaw International LLP, BlueForce can seamlessly shepherd new ideas and programs through the bureaucratic web of policy and legal requirements. This gives us the unique ability to advance the common interests of the Department of Defense and the Department of State, and further the United States Government’s “whole of government” approach to national security.

Our Team

The BlueForce team is a talented and diverse company of full- and part-time associates. Most employees are former military officers and senior non-commissioned officers (NCOs) with far-reaching experience in the boardroom and in the field.

BlueForce leadership is shared by three retired career U.S. Air Force officers, each with records of outstanding military achievement and with a personal commitment for service to their country and its global security mission.

Joseph A. May

Chairman of the Board

Mr. May has more than 30 years of experience in aviation, air campaign planning and execution, air command and control, intelligence, and reconnaissance within the DoD and NATO. He also has a strong background in information warfare and the development of air, space and intelligence program requirements.

Prior to founding BlueForce LLC, Mr. May was a career Air Force officer and command pilot, with experience ranging from flying squadrons to working at The Pentagon. He served and retired as the Chief, Command & Control Operations Division (A-3), Air Force Command and Control & Intelligence, Surveillance, and Reconnaissance Center (AFC2ISRC), Langley Air Force Base, VA.

Mr. May is a 1975 graduate of the United States Air Force Academy, in Colorado Springs, CO, and earned his Master of Business Administration from Rensselaer Polytechnic Institute, Rensselaer, NY, in 1980.

Walter L. Burns

Managing Partner

Mr. Burns has more than 30 years of diverse experience in leadership, training, air command and control, and expeditionary operations.

Prior to founding BlueForce LLC, Mr. Burns was a career Air Force officer and command pilot with broad experience across diverse assignments. This included command of a flying training squadron and a combat wing. He served and retired as the Director, Air Force Command & Control Transformation Center, Langley Air Force Base, VA.

Mr. Burns is a 1975 graduate of the United States Air Force Academy, in Colorado Springs, CO, and earned his Master of Arts in International Relations from the University of Southern California in 1985.

Jeffrey K. Walker

Senior Partner

Mr. Walker is an attorney with more than 20 years of experience in aviation law and operations, air campaign planning and execution, training systems development, post-conflict operations and peacekeeping, air command and control, international law, and national security law and policy within both the DoD and NATO. He also has an extensive background in information warfare, command and control, air operation center employment, and law of armed conflict compliance.

Prior to joining BlueForce LLC, Mr. Walker was a career Air Force officer, judge advocate, and B-52 navigator with experience at every level of military organization. He served and retired as Chief, Aviation Law and Accident Investigations, Headquarters Air Combat Command, Langley Air Force Base, VA.

Mr. Walker is a 1982 graduate of Tulane University, New Orleans, LA, and holds numerous postgraduate degrees including a Master of Social Science in International Relations from Syracuse University, NY in 1991, and a Master of Laws degree from Harvard University in 1997. Mr. Walker earned his law degree in 1991 from Georgetown University, Washington, DC, where he is currently a candidate for PhD in international relations.
