Project
The Paraguay Formalization of Economic Activities (Informality) project. The goal of this project was to provide commodity procurement and management support to the Millennium Challenge Corporation's Threshold Country Program (TCP) for Paraguay. BlueForce was responsible for the customs and border controls component of this project.
Approach
BlueForce strengthened customs and border and inland riverway control by organizing, training and equipping a special customs unit called DETAVE that consisted of military, police and civil authorities. The training involved tactics, techniques and procedures for the full spectrum of anti-contraband operations. This included, but was not limited to, investigating and detecting contraband, seizing and recording contraband and facilitating the presentation of evidence in court. Border patrol operations were conducted on land (highways, border wasteland, subsidiary roads) and water borne (both inland and border riverways).
Results
With this interagency response, the Government of Paraguay is expected to be better prepared to implement an effective border control strategy along Paraguay’s notoriously porous borders, especially in Ciudad del Este.

Project
BlueForce serves as a consultant to the Air Operations Center (AOC) System Program Office (SPO) in establishing the AOC as a weapon system. The AOC, much like other weapon systems, is composed of people, processes, and technology. It executes operational level command and control for the Joint Force Air Component Commander in planning, execution and assessment of the air and space campaign for the Joint Force Commander.
Approach
The BlueForce team combines operational expertise and acquisition know-how to solve daily complex issues between the warfighter and support communities. For example, the bullet points below are an example of the support provided under both the AOC and mission planning projects.
- Supported the Air Force Program Executive Officer (AFPEO) and staff on seven major weapons systems programs exceeding $500 million including fighters, bombers, missiles/weapons, as well as command, control, communications and intelligence.
- Prepared and developed program execution plans for three primary fighter (F15, F16, and F22) Mission Planning System (MPS) programs.
- Developed obligation and expenditure plans and documentation of program requirements for the Mission Planning Enterprise.
- Provided senior leadership with decision-grade advice on strategies to resolve major milestone program issues.
- Provided guidance and expertise in review and analysis of all acquisition programs in support of enterprise level organizational planning.
- Delivered bi-weekly reports including risk assessments and Cost Analysis Requirements Documents (CARD) for program estimates and reporting.
- Prepared Program Acquisition Reports (PARs) that go to the Pentagon through the AFPEO and on to the Secretary of the Air Force for acquisition.
- Analyzed budget cuts, provided impact statements and made recommendations to minimize impact on affected fighter programs.
Results
BlueForce has had no quality, delivery or cost problems on this contract. Our program managers have performed exceptionally well and have consistently received high praise for their efforts in solving difficult government problems. They understand the mission of the Electronic System Center and, through exceptional professionalism and commitment, have never received anything short of outstanding feedback from our government customers.
