Command and Control: Chaired multi-MAJCOM integrated product team to establish, modernize
and develop the Air and Space Operations Center for the Air
Force and sister services. Shaped requirements, programming
and modernization of fixed, mobile and airborne theater and
strategic command and control centers. Led and directed
development of command and control and intelligence,
surveillance, and reconnaissance (C2&ISR) “as is” and “to
be” concepts of operations and operational architectures to
support the CONOPS. |

and control system of system vision to modernize the theater
air control system, to include both airborne elements and
ground elements. Integrated theater C2&ISR CONOPS and
architectures to support the air components commander’s art of

Leadership and
Command: Commanded at all operational levels up through wing commander and
directorate level in active duty and Air National Guard (ANG) organizations.
Managed, led, and advocated necessary organizational, cultural and operational
changes required to implement the revolutionary Expeditionary Air Force (EAF)
concept. Earned trust and respect of ANG fighter wing and then directed all
operations, support, and services for 17 A-10 aircraft and 1,000 personnel by
creating a positive work environment and providing the resources enabling team
success. Chaired Strike Joint Warfighting Capability Assessment (JWCA) team
chartered to shape joint modernization requirements for tactical aircraft
programs, precision strike weapons and intelligence, surveillance and
reconnaissance assets.

Control: Led and directed creation and standup of AF Command and Control
Transformation Center to expand scope of CAOC-X to include the full spectrum of
air and space power. Established and successfully marketed a process and
methodology to horizontally and vertically integrate multiple joint and service
functional areas. Managed the development of information technology tools to
track, monitor and assess the status of 15,000 Air Force personnel rotating
every three months. Key contributor to Net-Centric Pathfinder Plan and USAF
Net-Centric Strategic Plan.

assessing AF expeditionary forces. Led team to build a strategic plan for
institutionalizing the expeditionary construct within the Air Force. Principal
